OK (well strictly speaking the beam and muzzleflash are a replacer, the impact set isn't). Just unzip both files (esp and bsa) into your data directory and select in your launcher of choice. Note I may not have gotten every laser weapon with the impact set, so if you see a blue beam & muzzle flash on a laser weapon, but the actual impact point is red, not the name of the weapon and I'll edit it. Also as you can see in teh pic below I missed a bit of vertex coloring on the beam so there is a strand of red in there.
